You can't trade punches with IJN, USN cruisers of the same tier.or even a tier below. Cat and mouse at range, hang with BB's or other stout cruisers. Its not a bull,you can't charge in with them.

Close quarters under 10k or alone and forget it you will get pounded quickly. My secret is maneuver a lot and use long range shots of 14+ km.
